Ban on Arctic offshore leasing
This bill would ban federal leases and permits for oil, natural gas, or other minerals in Arctic parts of the Outer Continental Shelf. 'Arctic' would be defined by section 112 of the Arctic Research and Policy Act (15 U.S.C. 4111). The ban would apply even if another law allowed leasing. The Secretary of the Interior would be forbidden to issue or extend those leases or authorizations. If enacted, companies and investors with Arctic offshore plans could not get or renew federal permission. The ban would take effect upon enactment.
