New Clean Energy Savings Bonds and Fund
If enacted, the Treasury would issue a new savings bond called Clean Energy Victory Bonds within six months. Bonds would come in $25 and other denominations the Treasury sets. Interest would be the Series EE/Series I rate plus an extra rate tied to federal energy savings and loan interest. The U.S. government would back interest and principal. Bond sales would be capped at $50 billion in face value per year. The bill would create a Clean Energy Victory Bonds Trust Fund. Revenue from bond sales and gifts would go into the Fund. Money in the Fund would be available without more congressional approvals to pay for clean energy projects, loans, grants, tax incentives, grid upgrades, innovation research, and vehicle infrastructure. At least 40 percent of annual Fund spending would go to projects in disadvantaged and vulnerable communities.
Ads to Encourage Buying Clean Energy Bonds
If enacted, the Treasury would run promotional campaigns to encourage people to buy Clean Energy Victory Bonds. Ads could appear in periodicals, on billboards, TV, radio, and the internet. The Treasury could also promote the bonds inside financial institutions and work with banks and brokers.
