New vehicle safety research program

If enacted, the bill would create the PARTS traffic safety research program at DOT as a continuation of NHTSA's PARTS. The Secretary would have 180 days to write a charter. The Secretary must contract with a nonprofit or university to do the research. Data contributors would keep ownership and control of their data. Voluntary data would be kept nonpublic under 5 U.S.C. 552(b)(3)(B). The charter would limit sharing, add safeguards, and prevent reverse engineering of results. The bill would exempt PARTS materials from the Paperwork Reduction Act, with some exceptions. Congress would still need to appropriate money. The bill would authorize $4 million for FY2026; $6 million for FY2027; $7 million for FY2028; $8 million for FY2029; and $9 million for FY2030. Participation would be voluntary and would not replace other federal reporting duties.
