The bill would amend the Outer Continental Shelf Lands Act to bar the Secretary from issuing any lease or authorization for exploration, development, or production of oil, natural gas, or other minerals in the North Atlantic, Mid‑Atlantic, South Atlantic, and Straits of Florida planning areas, and it would override other laws to that extent.

Ban on Atlantic offshore drilling leases

If enacted, this bill would ban new federal offshore leases or any authorization for exploration, development, or production of oil, natural gas, or other minerals in four Atlantic Outer Continental Shelf planning areas. The areas are the North Atlantic, Mid‑Atlantic, South Atlantic, and the Straits of Florida as shown in the 2024–2029 National Outer Continental Shelf Oil and Gas Leasing Proposed Final Program (published Sept. 29, 2023; 88 Fed. Reg. 67798 (Oct. 2, 2023)). The prohibition would apply notwithstanding any other law and would take effect upon enactment. Offshore energy companies would be directly blocked from new leasing, and coastal economies, regional jobs tied to leasing, and energy markets could be affected indirectly.
