Stronger federal carjacking rules

If enacted, this bill would change the federal carjacking rule. The basic crime would require that a person "knowingly" takes or attempts to take a motor vehicle, instead of requiring intent to cause death or serious bodily harm. It would create an aggravated penalty of up to 25 years in prison and a fine only when both of these are true: (A) the car was taken with intent to cause death or serious bodily harm or the taker brandished or fired a firearm during the taking, and (B) someone suffered serious bodily injury (as defined in federal law). The bill would also make the higher penalty apply when the vehicle was taken with intent to cause death or serious bodily harm and death results.
