Block USPS plan that harms rural areas

If enacted, this bill would stop the U.S. Postal Service from carrying out its Regional Transportation Optimization (RTO) plan, or any similar plan, when the Postal Regulatory Commission issues an advisory opinion under 39 U.S.C. §3661 that the plan would harm rural communities. In that case, USPS would not be allowed to implement the plan. This would protect rural residents and small businesses that depend on mail delivery. The bill text does not include exceptions, new funding, or a sunset date.
