Sponsored By: Senator Johnson, Ron [R-WI]
In Committee
Summary
Allows Congress to package and disapprove multiple "midnight" regulations in a single joint resolution. The bill would let one resolution target several rules that agencies submitted during the final year of a President's term.
Show full summary
- Members of Congress: Makes it simpler to move one vote on multiple late-term rules by allowing a joint resolution to include one or more midnight rules.
- Federal agencies and covered rules: Requires the resolution to name each rule and state those rules "shall have no force or effect," so several named rules could be invalidated together.
- Timing and drafting: Adds a specific template for the resolving clause and would apply on enactment to midnight rules submitted in the President's final year.

Congress can cancel multiple midnight rules
This bill would let Congress include more than one "midnight rule" in a single joint resolution of disapproval. It would apply only when each rule's report was submitted in the President's final year. The resolution would have to name each rule by the submitting agency and subject and say the listed rules "shall have no force or effect." If enacted, this would let Congress cancel several last-year regulations with one vote instead of separate votes.
