- Pilots and aircraft operators would need ADS‑B In and ADS‑B Out installed, activated, and receiving whenever taxiing or in flight in Class B airspace, meeting performance standards the FAA sets.
- Military aircraft lose the specific exemption created by Section 1046 of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 and would be subject to the same ADS‑B requirements as other aircraft.
- The Secretary of Transportation and the FAA Administrator would be barred from issuing or enforcing any regulation that exempts aircraft from these ADS‑B requirements.

New Class B aircraft tracking rule
If enacted, the bill would bar manned aircraft from operating in Class B airspace unless they have ADS-B In and ADS-B Out equipment. The equipment must meet performance specifications the FAA Administrator sets. It must be installed, turned on, and receiving when taxiing or in flight. The rule would apply to all manned aircraft, including military, beginning on the date of enactment. The bill would also stop agencies from issuing exemptions and would repeal a 2019 Department of Defense ADS-B exemption.
