New farm conservation data program
If enacted, USDA would create a program to inventory and collect field- and farm-level data on conservation and production practices. The program would use machine-readable formats and link USDA data with other sources. Producers could voluntarily provide extra data for research, and the Secretary could not force producers to share data or accept technical help. Within three years, USDA would provide internet tools that give confidential, farm-specific feedback and general findings on yields, soil health, risk, and profitability. USDA would follow its scientific integrity rules and use existing Department funds to run the program.
Secure farm data center privacy rules
If enacted, USDA could set up a secure data center to store and analyze producer and baseline data. Access would be limited to approved researchers and partners and would require disclosure review before public release. Published results would be aggregated and anonymized, and the sale of individual or identifiable producer data would be banned. USDA could make agreements with universities and other experts to support the center and must periodically review security protocols.
