More Amtrak transparency and access
If enacted, this would require the Amtrak Board to post meeting announcements and the planned agenda at least 30 days before meetings. A quorum would be a majority of serving, eligible Board members. All Board meetings would have to follow the open-meeting rules in 5 U.S.C. 552b. The Board would also have to hold at least one meeting each year inviting each State's transportation chief for routes that cross that State. Amtrak would have to publicly disclose the dollar amount of every discretionary bonus paid to officers and non‑bargaining unit employees. If a State or the State‑Amtrak Intercity Passenger Rail Committee asks, Amtrak would have to give that State any vendor agreement worth $250,000 or more for services to run a State‑supported route.
