Sponsored By: Senator Banks, Jim [R-IN]

Introduced

Summary

Formalizes the Classical Learning Test (CLT) as an admissions option for U.S. military service academies and requires CLT testing in certain federally-run 11th-grade schools. This bill would let applicants submit CLT scores alongside SAT or ACT scores for academy admission and would add CLT administration to the testing schedule at specified federal schools.

  • Service academy applicants: Prospective students could present CLT scores in place of or alongside SAT or ACT results when applying to each Service Academy. This creates an admissions-testing equivalency for those applicants.
  • 11th-grade students in federal schools: Students in DoD Education Activity schools and in Tribally Controlled and Bureau of Indian Education-operated schools would be required to take the CLT in 11th grade.
  • School and admissions administrators: DoD and BIE education officials would need to integrate CLT delivery and score handling into existing testing and admissions processes.

CLT accepted for Service Academy applicants

If enacted, the Secretary of Defense would have to ensure each U.S. Service Academy accepts Classical Learning Test (CLT) scores alongside SAT or ACT scores from applicants. This would give Service Academy applicants another standardized-test option for admission.

CLT testing for 11th graders

If enacted, DoDEA-operated schools and Bureau of Indian Education-funded or -operated schools would be required to give the Classical Learning Test (CLT) to 11th graders. This would give students and families in those schools an additional standardized test option.
