New payments for unborn livestock

If enacted, this bill would add a Livestock Indemnity Program payment for unborn animals that died on or after January 1, 2024. To qualify, losses must exceed normal mortality and be due to a listed condition in the statute. The Agriculture Secretary, acting through the FSA Administrator, would set the payment rate, up to 85% of the payment for the lowest weight class. The payment equals that rate times a multiplier: 1 for some categories, 2 for one, 12 for another, and for one category the average number born per gestation cycle. Payments would go to eligible producers on farms with qualifying gestation losses.
