Expedited removal for criminal noncitizens

This bill would let DHS detain and quickly remove certain noncitizens upon enactment. It would define a "member of a vulnerable group" as a child under 16, a pregnant woman, a person with a severe physical or mental disability, or a person over 65. DHS could use expedited removal and mandatory detention if it finds someone is a gang member, part of a criminal organization, a member or supporter of a foreign terrorist organization, or provided material support to such an organization. The bill would also cover noncitizens convicted of listed crimes, including any felony; misdemeanors against vulnerable people; assault of a law enforcement officer; sexual offenses; domestic violence; stalking; crimes against children (including sex trafficking of a minor); sexual exploitation of minors; and violations of protection orders. If enacted, people covered by these rules would not be eligible for withholding of removal under the immigration code.
