New park boundary and utility rules
This bill would add the Rim of the Valley Unit to the Santa Monica Mountains National Recreation Area. The new boundary would use two maps: map 80,047-C (August 2001) and map 638/179670x (April 14, 2023). The maps would be kept on file at National Park Service offices. If enacted, the Interior Secretary could make minor boundary tweaks after telling two congressional committees and publishing a revised map in the Federal Register. Any land the Secretary acquires in the unit would be run as part of the recreation area under existing park laws. The bill would not stop water or utility systems from operating inside the unit, but work there would have to reasonably avoid or reduce harm to park resources.
