LICENSE Act of 2025
Sponsored By: Senator Lummis, Cynthia M. [R-WY]
Introduced
Summary
Makes CDL testing simpler and more flexible by letting certified examiners give knowledge tests after minimal extra training and by letting any state offer driving skills tests to any applicant. This would reopen options similar to COVID-era waivers and aim to expand testing access for commercial driver applicants.

More places to take CDL tests
If enacted, this bill would let States and certified third-party examiners give CDL knowledge tests. You could take a CDL driving skills test in any State, even if you live or trained in another State. Examiners would have to hold a valid CDL test examiner certification, finish a skills test examiner training course that meets subsection (d), and complete one unit of instruction described in subsection (c)(3). The Secretary would be required to revise the rules not later than 90 days after enactment.
