Show full summary
  • States, Indian Tribes, and local governments that control a public airport could apply for grants to build or repair roads, bridges, tunnels, transit, and passenger rail within 5 miles of an airport. Projects must reduce congestion, expand capacity, improve access to under-connected areas, or rehabilitate infrastructure.
  • Travelers and nearby communities could get faster, more reliable access to airports through coordinated highway, transit, and passenger rail improvements. The program covers projects eligible under existing federal highway, public transportation, and passenger rail programs.
  • At least 50% of each year’s program funding would go to projects tied to large hub airports and at least 30% to medium hub airports. Non-federal matching can use TIFIA credit assistance or passenger facility charges.

*Would authorize $1.0 billion per year for fiscal years 2027 through 2031, totaling $5.0 billion, and would increase federal spending.*

Grants for airport access projects

This bill would create a DOT grant program for surface transportation projects that connect to public airports. It would authorize $1 billion per year for each fiscal year 2027 through 2031 from the Highway Trust Fund. States, Indian Tribes, and local governments (including airport authorities) could apply. Projects must be on or within 5 miles of a public airport and must reduce congestion, expand capacity, improve access to under-connected areas, or rehabilitate roads, bridges, rail, tunnels, or rolling stock. At least 50% of each year’s funds would go to projects serving large hub airports and at least 30% to medium hub airports.
