Congressional fellowships for service members

If enacted, eligible active-duty service members would be able to do a SkillBridge congressional fellowship. Placements could be in a Member's personal office, a House or Senate leadership office, or a congressional committee or subcommittee. The receiving office would have to approve the placement before the Secretary could authorize it. The Secretary would have to consult the member's commanding officer to confirm qualification and notify the Assistant Secretary of Defense for Legislative Affairs. An orientation on the legislative process, ethics, and congressional protocols would be provided in coordination with that Assistant Secretary. Fellowships could last up to 180 days. Generally only one service member could serve in the same office or committee at a time. A new fellow could start up to 14 days before a current fellow finishes in the same place.
