  • Female students: Preserves roster spots, practice time, scholarships, admissions, and other team benefits for programs designated for women or girls so those opportunities are not taken by males.
  • Male students: Prohibits males from competing on or being rostered for women’s teams but allows them to train or practice with those teams so long as no female is deprived of a roster spot, an opportunity to participate in practice or competition, a scholarship, admission, or any other benefit tied to the athletic program.
  • Administrative scope and definitions: Covers any program tied to team participation by defining "athletic programs and activities" as programs conditioned on team participation, and defines "sex" as reproductive biology and genetics at birth.

New rules for women's teams at academies

If enacted, this bill would require the Secretary of Defense to bar any person whose sex is male from joining athletic programs or activities designated for women or girls at West Point, the U.S. Naval Academy, and the Air Force Academy. For this section, "sex" would mean a person's reproductive biology and genetics at birth. The bill would still allow those academies to let males train or practice with women's teams only if no female loses a roster spot, a chance to practice or compete, a scholarship, admission, or any other team benefit. This would mainly affect students, applicants, and team staff at the three service academies.
