Clear IDeA State definitions and mandatory NIH public reporting. The bill redefines which states qualify as IDeA States based on a rolling multi-year median of NIH grant funding and requires new, public-facing annual reporting on the Institutional Development Award program.
Show full summary
- Researchers and institutions in lower-funded states gain a precise test for IDeA State status. That determines which states' organizations are treated as eligible for IDeA program activity and attention.
- NIH must publish program strategy and prior-year award details, including efforts to integrate IDeA States into major initiatives, the percentage of reviewers from IDeA States, and updates on state-to-state collaborations.
- Policymakers and the public receive measurable outcome information on gains in research quality and biomedical workforce development over the last 5 fiscal years.

New rules for state research funding
If enacted, the bill would rename the program the Institutional Development Award (IDeA) program. A State would be an IDeA State when its rolling average of NIH grants is at or below the median. The calculation would exclude funds under this IDeA subsection and be set by the NIH Director. This would change which States and local biomedical and behavioral research institutions can qualify for IDeA awards. NIH would also have to publish annual reports or include them in its federal budget submission. Reports would describe the program strategy and list awards made in the prior fiscal year. Reports must include IDeA integration efforts, the percentage of reviewers from IDeA States, and updates on IDeA/non‑IDeA partnerships. Reports would also describe gains in research quality and workforce development over the past five fiscal years.
