Chugach Alaska Land Exchange Oil Spill Recovery Act of 2025

Sponsored By: Senator Murkowski, Lisa [R-AK]

In Committee

Summary

This bill would authorize and speed a parcel-specific land exchange to consolidate federal surface and subsurface ownership in the Chugach Region and to advance lands tied to the Exxon Valdez Habitat Protection and Acquisition Program. It directs a swap between the Chugach Alaska Corporation and the United States to align titles and protect conservation easements from the Program.

Show full summary
  • Village and shareholder interests: The exchange requires CAC to exclude up to 209 acres reserved for village development rights or shareholder homesites. This preserves small local development and homesite parcels.
  • Chugach Alaska Corporation and federal holdings: CAC may convey about 231,000 subsurface acres to the United States and, in return, would receive roughly 65,374 acres of federal land, including about 63,414 acres of National Forest System land and about 1,960 acres managed by BLM and NPS. This shifts surface estates into a single owner and aligns subsurface ownership with ANCSA rules.
  • Conservation and legal framework: The swap relies on conservation easements acquired under the Exxon Valdez Trustee Council Program and follows Alaska Native Claims Settlement Act mechanics, including public easements under ANCSA section 17(b).

Chugach Alaska land exchange

If enacted, the Secretary would have to accept Chugach Alaska Corporation's offer to convey the listed non‑Federal land, if CAC offers to convey all rights, title, and interest. The Secretary's acceptance must occur not later than one year after enactment, and the Secretary would convey the listed Federal parcels to CAC as soon as practicable after receiving title. The Federal parcels total about 65,374 acres (about 63,414 acres of National Forest System land and about 1,960 acres of BLM/NPS parcels). CAC could convey to the United States about 231,036.98 acres of subsurface rights in three categories (about 130,469.93 acres; about 24,911.65 acres; and about 75,655.4 acres). The exchange would be subject to ANCSA public easements, existing third‑party rights and encumbrances, conservation easements tied to the Exxon Valdez program, and CAC must exclude up to 209 acres reserved for village development rights or shareholder homesites. The Secretary and CAC could mutually correct minor map, acreage, or legal description errors, and the statutory map would control conflicts unless both agree otherwise.
