Flood Insurance Consumer Choice Act of 2025
Sponsored By: Senator Scott, Rick [R-FL]
Introduced
Summary
Count private flood insurance as continuous coverage for the National Flood Insurance Program. This bill would require the NFIP Administrator to treat time a property was covered by private-market flood insurance that satisfied the Flood Disaster Protection Act purchase rule as continuous coverage for any statutory, regulatory, or administrative continuity checks, including section 1307(g)(1), letting homeowners who switch to private policies return to the NFIP without continuity penalties.

Homeowners: private flood insurance counts
If enacted, this bill would require the NFIP Administrator to treat time your property was covered by a private flood insurance policy as continuous coverage when applying any continuous-coverage rule. This only applies if the private policy was used to meet the mandatory purchase rule under section 102(a). The private coverage period must have been continuous. The change explicitly includes the continuous-coverage rule in section 1307(g)(1). The provision would take effect upon enactment and is an interpretive change, not new funding.
