- Communities and households: Jurisdictions designated as sanctuary jurisdictions could lose access to federal Community Development Block Grant money for housing and community projects.
- Local governments and grantees: Recipients must certify they are not a sanctuary jurisdiction and must remain non-sanctuary for the entire grant period to keep funding.
- Immigrant victims and witnesses: A narrow carve-out says a jurisdiction is not a sanctuary solely because it protects victims or witnesses from information sharing or detainer compliance.

No CDBG money for sanctuary cities
This bill would bar places labeled "sanctuary jurisdictions" from getting Community Development Block Grants (CDBG) under Title I. A "sanctuary jurisdiction" would be any State or local government that limits sharing a person's citizenship or immigration status or that refuses certain DHS detainer or release notifications. There is an exception if a person comes forward as a victim or witness; that alone would not make a place a sanctuary jurisdiction. If enacted, grantees would need to certify they are not a sanctuary jurisdiction when they get a grant and must not become one during the grant period. Residents in affected places could see less local housing and community development funding.
