Bill Overview

Analyzed Economic Effects

3 provisions identified: 0 benefits, 0 costs, 3 mixed.

Change military training and promotions

If enacted, the bill would change military human relations training and selection-board language. It would require training to include ‘‘honor, excellence, courage, and commitment’’ and would remove some DEI-related phrasing from promotion board guidance. All service members who get training or face promotion boards would be affected.

End DoD Chief Diversity Officer

If enacted, the bill would remove several statutory DEI offices in the Department of Defense. It would repeal the DoD Chief Diversity Officer, certain diversity-in-leadership statutes, senior DEI advisor roles, and related NDAA provisions. DoD leaders, civilian employees, Coast Guard members, and service members who used those offices would be affected.

Reduce DoD diversity reporting

If enacted, the bill would cut several Department of Defense diversity measurement and reporting rules. It would remove requirements to disaggregate data by gender, race, and ethnicity and delete some enumerated measurement items. DoD staff who make reports would have fewer statutory duties and oversight groups and service members would see less detailed demographic data.
