Rural bicycle program for Africa

If enacted, the bill would create a USAID Rural Mobility Program for sub-Saharan Africa. The program would give grants to NGOs to increase access to affordable, fit-for-purpose bicycles. It would also support local mechanics, spare parts, reduce social and gender stigma, and build community project skills. The bill would authorize $3,000,000 for FY2026; $3,000,000 for FY2027; and $6,000,000 for FY2028, FY2029, and FY2030 and each year thereafter. USAID would have to report within 30 days after enactment on projects from FY2022–FY2025 and then send annual reports by December 30, 2026, and each year after. The authorization does not itself appropriate money; Congress would still need to fund the program.
