Southcentral Foundation Land Transfer Act of 2025
Sponsored By: Senator Murkowski, Lisa [R-AK]
In Committee
Summary
Would transfer a specific 3.372-acre parcel in Anchorage to the Southcentral Foundation to support its health and social services programs. The bill would require that transfer by warranty deed within two years at no cost to the Southcentral Foundation, bar any reversionary interest or conditions, allow the Secretary of Health and Human Services to retain easements needed to satisfy any retained obligations, require compliance with CERCLA section 120(h), and limit environmental liability so the foundation is not responsible for contamination that occurred before conveyance while the Secretary is not liable for contamination that occurs after the foundation controls the property.

Land transfer to Southcentral Foundation
If enacted, the Secretary of Health and Human Services would convey about 3.372 acres in Anchorage to Southcentral Foundation. The land would be for health and social services. The transfer would be required as soon as practicable but not later than two years after enactment. The conveyance would be by warranty deed, would cost SCF nothing, and would not give the United States a reversionary interest. The warranty deed would supersede any prior quitclaim deed and the Secretary would keep any easement reasonably needed to meet retained obligations. SCF would not be liable for contamination that happened before conveyance. The Secretary would not be liable for contamination that happened after SCF controlled the property. The Secretary would need to comply with CERCLA section 120(h) when carrying out the transfer. These protections would apply only to this specific property conveyance.
