Bill Overview

Analyzed Economic Effects

3 provisions identified: 3 benefits, 0 costs, 0 mixed.

Land rules for the Historic Site

If enacted, the bill would let the Secretary acquire land and interests in land inside the site's boundary by donation, by purchase from a willing seller using donated or appropriated funds, or by exchange. Any land owned by the State or a political subdivision could be acquired only by donation. Acquisitions would be limited to the boundary shown on the official Map.

Local partnerships for site services

If enacted, the bill would let the Secretary enter into cooperative agreements, leases, or other agreements with the State or other entities to provide interpretive, educational, administrative, and technical services for the Historic Site. Agreements could cover services inside or outside the site's boundary and explicitly may include directional and interpretive signage; exhibits; parking and administrative needs; technology-based interpretive devices; public interpretation and tours; and preservation of historic and cultural resources. This could create contract or grant opportunities for local businesses and nonprofits.

Establish Ralph Abernathy Historic Site

If enacted, the bill would establish the Ralph David Abernathy, Sr., National Historic Site as a unit of the National Park System to preserve West Hunter Street Baptist Church and Rev. Abernathy's civil rights leadership. The site would only be established after the Secretary of the Interior determines that a sufficient quantity of land and interests in land have been acquired to form a manageable unit. Not later than 30 days after that determination, the Secretary would publish a notice of establishment in the Federal Register. The site's boundary would be the area shown as "Proposed Boundary" on the official Map (P99/184,019, August 2022).
