Stronger rail service rights for shippers
If enacted, the bill would require rail carriers to provide timely, efficient, and reliable service on a reasonable request. It would let shippers request specific service terms, including reasonable transit or cycle times and other service standards. The Surface Transportation Board would have to finish violation cases within 180 days and cases to set service terms within 45 days. If the Board finds a violation, it could set transit or cycle times or other service standards as a remedy. The Board would also have to consider factors like staff and equipment levels, schedule and frequency changes, prior service experience, handling of others' equipment, and whether charges like demurrage are fairly reciprocated.
