Introduced
Summary
Expands noncompetitive procurement authority for Defense buys. Bigger noncompetitive contracts for DoD
This bill would let the Department of Defense use noncompetitive (sole-source) contracts more often and at much higher dollar levels. It would replace each $10,000,000 cap with $100,000,000, raise one threshold from $500,000 to $10,000,000, and raise another from $75,000,000 to $500,000,000. It would let contracting officers rely on market research showing differentiated capabilities, faster delivery, or continuous improvements to justify noncompetitive awards. The bill would also repeal subsections (b), (c), (d), and (g) of the current statute and change how written justifications must be provided. If enacted, these changes would take effect upon enactment.
