  • U.S. armed forces and federal agencies: Would end the U.S. collective-defense role under the Washington Treaty and remove a statutory basis for alliance operations. It would also prohibit federal funds for NATO's civil, military, and Security Investment Program budgets.
  • NATO members and European security: Would withdraw U.S. participation and financial contributions. The bill's findings describe NATO expansion since 1999 and note the NATO–Russia border now exceeds 1,500 miles.
  • Congress and legal framework: Would cite and satisfy the FY2024 National Defense Authorization Act requirement on denunciation authority. It would include a severability clause so other provisions survive if one is struck down.

Withdraw U.S. from NATO and stop funding

If enacted, this bill would require the President to give notice to withdraw the United States from the North Atlantic Treaty within 30 days of enactment. It would also serve as Congress's authorization under the FY2024 NDAA for such a withdrawal. The bill would bar federal funds from being used, directly or indirectly, to pay U.S. contributions to NATO's civil budget, military budget, or Security Investment Program. Federal agencies and recipients would not be allowed to obligate or transfer money for those NATO contributions.
