Summary
Annual reports on destroyed foreign assistance goods. This bill would require the Secretary of State, working with the agencies that run U.S. foreign aid, to submit yearly reports through December 31, 2030 on any U.S. food, specialized nutrition products, medicines, vaccines, medical supplies, or other commodities that were contaminated, spoiled, expired, or destroyed before reaching intended beneficiaries.

- Agencies and implementing partners would need to collect and report item-level details for each destroyed product, including reasonable efforts to prevent waste, why the product could not be delivered, its procured and market value, and the cost to destroy it.
- Congress would receive those reports annually, delivered to the Senate Committee on Foreign Relations, the Senate Committee on Appropriations, the House Committee on Foreign Affairs, and the House Committee on Appropriations for oversight.
- Reports must also say the product's purpose and the geographic locations of intended beneficiaries and note if recipient-country laws or regulations prevented delivery or donation.
