America's Olympic and Paralympic Games Commemorative Coins Act

Sponsored By: Senator Padilla, Alex [D-CA]

Introduced

Summary

Would create commemorative coin programs for the 2028 Los Angeles and 2034 Salt Lake City Olympic and Paralympic Games. The bill would set coin types, mintage caps, sale rules, and surcharges that fund Olympic organizing bodies while directing the Treasury to avoid any net cost to taxpayers.

Show full summary
  • Coin buyers and collectors would get four coin types for each Games, including gold $5 and silver $1 options, with mintage caps such as up to 100,000 gold $5 coins and up to 500,000 silver $1 coins.
  • Sales rules would require prices to cover face value, a per-coin surcharge, and all minting costs. Coins may be sold in uncirculated and proof qualities and only during a one-year issuance window for each Games.
  • The U.S. Olympic and Paralympic Properties would receive LA28 surcharges and the 2034 Organizing Committee would receive Salt Lake City surcharges. Surcharges would range from $5 to $50 per coin and are payable only after all minting costs are recovered. Design selection involves Olympic bodies and art review, and receipts are subject to audit.

*This bill would be structured to ensure no net cost to the federal government and would not allow surcharge payments until all minting costs are recovered.*

Los Angeles 2028 coin surcharges

If enacted, the U.S. Mint would sell official Los Angeles 2028 commemorative coins during the one-year period starting January 1, 2028. The Mint could issue up to 100,000 $5 gold coins, 500,000 $1 silver coins, 300,000 half-dollar clad coins, and 100,000 proof $1 silver coins. Each coin would sell for its face value plus a required surcharge and the Mint's design and issuance cost; surcharges would be $35 for each $5 coin, $10 for each $1 coin, $5 for each half-dollar, and $50 for each proof $1 silver coin. Surcharge money would go to the United States Olympic and Paralympic Properties to support hosting and legacy programs, but the Treasury would first recover all Mint design and issuance costs before disbursing those funds.

Salt Lake 2034 coin surcharges

If enacted, the U.S. Mint would sell official Salt Lake City 2034 commemorative coins during the one-year period starting January 1, 2034. Surcharge money would be paid to the Organizing Committee for the 2034 Olympic and Paralympic Winter Games for hosting and legacy programs, but the Treasury would first recover all Mint design and issuance costs before disbursing those funds.
