Sponsored By: Senator Blunt Rochester, Lisa [D-DE]

Introduced

Summary

A federal study on whether chemical hair straighteners increase the risk of uterine cancer, with a focus on women of color. The bill would direct the Secretary of Health and Human Services, working with the Commissioner of the Food and Drug Administration and the Director of the National Institutes of Health, to review existing research and recommendations and to consider impacts across all racial and ethnic groups. The study must disaggregate results by whether products contain dyes or coloring, bleach, highlights, or perms. It would also assess whether the FDA should require additional safety testing by manufacturers. The bill requires the Secretary to submit a study methodology to congressional health committees within 45 days, begin the study within 180 days, and complete and report the results within two years. For the bill, a "hair straightener" means a chemical hair straightener and "Secretary" means the Secretary of Health and Human Services.

Study on hair straighteners safety

This bill would direct the HHS Secretary, working with the FDA and NIH, to study links between chemical hair straighteners and uterine cancer. The study would focus on higher uterine cancer rates seen among women of color and consider impacts across all racial and ethnic groups. The study would review prior findings and separate results by whether products contain dyes or coloring, bleach, highlights, or perms. It would also determine whether the FDA should require additional testing of hair straightening manufacturers. The Secretary would send the study methodology to the Senate HELP and House Energy and Commerce committees within 45 days of enactment. The study must start within 180 days and finish with a report to those committees within 2 years of enactment. For the study, a "hair straightener" means a chemical hair straightener.
