Sponsored By: Senator Tillis, Thomas [R-NC]

Introduced

Summary

Allows pulsating high-mounted stop lamps on covered vehicles. This bill would deem Federal Motor Vehicle Safety Standard 108 to permit a pulsating light system on passenger cars, multipurpose passenger vehicles, trucks, buses, trailers, and motorcycles. It defines a pulsating light system as a high-mounted stop lamp that pulses rapidly no more than four times and for no more than 1.2 seconds when the brake is applied, then converts to a continuous stop lamp until the brake is released. Pulses may not repeat for at least five seconds after brake release. The Secretary of Transportation would have 180 days to issue performance-based regulations to update Standard 108 and allow use of these systems.

Allow pulsing high-mounted brake lights

This bill would let car makers use a pulsing high-mounted stop lamp (third brake light). The pulses could flash up to 4 times and last no more than 1.2 seconds each time you press the brake. After pulsing, the light must stay steady until you release the brake. The lamp could not pulse again for at least 5 seconds after you release the brake. If enacted, this change would take effect on the date of enactment. The Department of Transportation would have 180 days to write rules that set performance-based standards and formally allow these lamps on vehicles covered by FMVSS 108.
