Sound Insulation Treatment Repair and Replacement Program Act

Sponsored By: Senator Murray, Patty [D-WA]

Introduced

Summary

Creates a pilot to repair or replace older, deteriorated home sound insulation at up to four large hub airports by allowing a one-time waiver for previously federally assisted residences that meet strict noise and condition tests. It focuses on homes within 65–75 dB Day‑Night Average Sound Level (DNL) contours with pre‑2002 insulation and requires an auditor to show interior noise above 45 dB DNL and a likely 5 dB improvement from replacement.

Show full summary
  • Homeowners: Eligibility is limited to previously assisted residences where owners show a good-faith effort to exhaust warranties, insurance, and other remedies and a qualified noise auditor finds deterioration not caused by owner neglect. The insulation must have been installed before 2002.
  • Airports and local programs: Only airports that run local secondary noise programs funded by non-aeronautical revenue could participate, and the pilot is capped at up to four large hub public-use airports.
  • Implementation and surveys: The FAA Administrator would establish the pilot within 120 days and may authorize periodic, owner-requested surveys paid as allowable costs under the airport noise subchapter.

Home insulation help near airports

If enacted, the FAA Administrator would set up a pilot at up to 4 large-hub public-use airports within 120 days. The pilot would allow a one-time waiver so some homes that previously received federal airport sound insulation could get repair or replacement. To qualify, the prior federally assisted insulation must have been installed before 2002, the owner and applicant must have tried warranties and insurance first, and a qualified noise auditor must find deterioration not caused by the owner. The home must be in the DNL 65–75 dB noise contour (then and now), current interior noise must exceed DNL 45 dB, and replacement insulation must be able to cut interior noise by 5 dB. For projects that get the waiver, recoverable government costs would be figured without counting any amounts the Government already paid. The bill would also let airports pay for periodic surveys of previously assisted homes, but only when the owner asks, to check how well insulation still works and to find eligible homes.
