Extreme Heat Emergency Act of 2025
Sponsored By: Senator Rosen, Jacky [D-NV]
Introduced
Summary
This bill would add "extreme temperature" to the list of events that can be declared a major disaster under the Robert T. Stafford Disaster Relief and Emergency Assistance Act. It amends 42 U.S.C. 5122(2) by inserting the term before "or drought", so extreme heat or cold events could qualify for federal disaster declarations. The bill creates no new programs and explicitly authorizes no additional appropriations. Existing federal disaster authorities and funding mechanisms would be available to respond to extreme temperature events if used.

More federal help after extreme heat
This bill would add "extreme temperature" to the list of events that can be a major disaster under the Stafford Act. If enacted, households, small businesses, states, and localities hit by extreme heat could seek federal disaster declarations and related help. The change would not itself set aside any new money or alter how declarations are made.
No new money authorized here
This bill would state that no new funds are authorized to carry out the law. If enacted, adding extreme temperature would not itself provide new federal money for responses. Any funding for heat disasters would require separate action by Congress.
