New HHS Climate Health Office and Plan
If enacted, the Department of Health and Human Services would create an Office of Climate Change and Health Equity. The office would be led by a Director who reports to the HHS Secretary. The Secretary would publish a National Strategic Action Plan within one year and update it yearly. Within 180 days the Secretary would list laws and programs to review. Relevant federal agencies would complete impact assessments within two years. HHS would set up a permanent science advisory board of 10 to 20 members. HHS could fund the National Academies to review the plan one year after publication and every four years. The bill would authorize $10 million per year for the Office for each year 2026 through 2031. It would also authorize $2 million for the plan and $500,000 for the advisory board in FY2026. These are authorizations and would still need Congress to appropriate the money.
