Limits U.S. support for China loans

This bill would tell the Treasury Secretary to direct U.S. directors at every multilateral development bank to oppose loans and technical help to the People’s Republic of China. It would also require U.S. directors to oppose lending to any country that exceeds a bank’s graduation discussion income. For fiscal year 2025, that graduation discussion income is defined as a GNI per person over $7,895. These instructions would take effect upon enactment. The bill would also require the Treasury to report to Congress within one year and then annually, listing PRC borrowing, PRC voting power at each bank, which countries passed the graduation threshold, which countries have graduated, and U.S. efforts to push graduation.
