Sponsored By: Senator Kim, Andy [D-NJ]

Introduced

Summary

Resilient advanced nuclear power for Army installations. This bill would create an Army-focused pilot to deploy fixed-site advanced nuclear micro-reactors or small modular reactors to supply resilient energy for identified critical Army facilities.

Show full summary
  • Army installations and missions: Selected Army bases would host fixed facility advanced reactors with up to 300 megawatts of output, aiming to deliver resilient power to designated critical infrastructure by December 31, 2030, with construction authority ending December 31, 2035.
  • Other military departments: The pilot could expand to other services if the Secretary of Defense approves, letting additional military installations participate in providing resilient energy with micro-reactors or SMRs.
  • Contractors, regulators, and grids: The Army could consider contractor ownership and operation, seek commercial Nuclear Regulatory Commission licensing with priority review, and where feasible connect reactors to the commercial grid to sell excess power.
  • Contracts and strategic capital: Military departments could enter energy contracts for up to 50 years for advanced reactor facilities, and the Office of Strategic Capital would add nuclear energy and nuclear technologies to its covered technology categories.

Pilot Army nuclear power program

This bill would require the Secretary of the Army to run a pilot placing fixed-site advanced nuclear micro-reactors or small modular reactors at selected U.S. Army bases. The pilot would aim to provide resilient power to critical base infrastructure by December 31, 2030. Reactors could produce up to 300 megawatts and, where feasible and consistent with military requirements, connect to the commercial grid to sell excess energy. The Army must consider contractor operation, NRC commercial licensing with the Secretary's advice and consent, and co-location with AI data centers. All pilot costs could be paid from any appropriation available for the program. Authority to develop and construct reactors under this pilot would end on December 31, 2035.

Long nuclear contracts and investment

This bill would let military departments sign contracts up to 50 years to operate advanced nuclear reactor power facilities. Contract costs could be paid from any appropriation available for that purpose, and the value of leased land could be used as part of payment. The bill would also add "nuclear energy" and "nuclear technologies" to the Office of Strategic Capital's covered technology list, making firms in those sectors eligible for strategic capital support. These changes would take effect upon enactment.
