Crow Tribe Water Rights Settlement Amendments Act of 2025

Sponsored By: Senator Daines, Steve [R-MT]

Became Law

Summary

Project-based model for water infrastructure replaces the old "System" approach and retools how federal money is tracked and used for Crow Nation water projects.

Show full summary
  • Crow Nation: Keeps title, control, and operation of projects. Tribally owned MR&I (Municipal, Rural, and Industrial) projects get clearer authority to plan, build, operate, and comply with environmental laws.
  • Water projects and land: Establishes a dedicated MR&I Projects Account for funding project construction and related work. After on-Reservation projects finish, funds can be used to buy on-Reservation land that includes water rights.
  • Federal role and timing: The Secretary will manage, invest, and distribute the Crow Settlement Fund but the federal government is not responsible for operation, maintenance, or replacement costs. The Yellowtail Dam ownership/amortization period is extended from 15 to 20 years.
