- Intelligence and defense agencies. The DNI, in coordination with the Defense and State departments, must deliver a comprehensive assessment within 180 days and then annually for three years. Reports must analyze PRC-origin systems, technical capabilities, risks to U.S. platforms, and where those systems compete with U.S. equipment.
- Diplomacy and partner countries. The Secretary of State, with the Secretary of Defense, must craft a strategy within one year to dissuade new purchases of PRC-origin weapons. The plan must include information campaigns, options like creative financing or subsidized pricing, analysis of sanctions or export controls, ways U.S. firms can compete, and measures to counter disinformation.
- Congressional oversight and market transparency. Reports must be unclassified with classified annexes and name countries and non-state actors most likely to buy PRC systems, including specific types, quantities, and estimated dollar values for the year after each report. The assessments must also identify PRC entities linked to violations of UN arms restrictions.
