Introduced
Summary
Tighten limits on the NEA's political activity. This bill would also remake how state and local government employees join and pay dues, and add new governance, transparency, and compliance rules for the NEA and its affiliates.
Show full summary
- Public employees and members: State and local government employees would have to be notified of their First Amendment rights and give clear, affirmative consent before dues are collected. Payroll-deduction for dues would be allowed only when the employee expressly authorizes transmission and members could cancel promptly after request.
- NEA leaders and affiliates: The bill would bar the NEA and its officers from contributing to or participating in political activity or trying to influence legislation. It would require citizenship for officers, representative governance, accurate records and member inspection rights, annual reports to Congress, limits on compensation tied to government payments, and new enforcement powers for the Attorney General. Dissolved assets could go to the Treasury or be split among employed members.
- Schools and workplace actions: The bill would ban the NEA from calling for or supporting strikes by state or local government employees and ban requiring staff or students to affirm certain ideological beliefs.
