More grants and loan help for biorefineries

If enacted, this bill would add competitive grants and more flexible loan guarantees for biorefineries. The program would be authorized $40 million for each year 2025 through 2029, up to $200 million if Congress funds it. Grants could pay up to 60 percent of a project’s cost and material can count for no more than 30 percent of the non‑Federal share. The loan guarantee trigger would be 10 percent of the total money available under subsection (g) in the year the loan is guaranteed. The bill would also broaden eligible projects to include advanced biofuels (including ultra‑ and zero‑carbon ethanol), renewable chemicals, and biobased products, allow feasibility waivers for proven technologies, and extend the program date to 2029.
