  • Families and local communities near military sites would see more frequent testing for per- and polyfluoroalkyl substances, at least quarterly, which could help spot and limit local contamination.
  • Department of Defense installations and managers would have to request permit modifications within one year to add quarterly monitoring and to implement best management practices or control technologies when permits lack those elements. The DoD would also have to use at least 1% of annual PFAS remediation funds for these activities.
  • State permitting agencies and the Environmental Protection Agency would be asked to modify section 402(p) stormwater permits to require PFAS monitoring and appropriate controls consistent with the Clean Water Act.

Quarterly PFAS testing at Defense sites

This bill would require the Secretary of Defense, within one year of enactment, to ask states or EPA to change stormwater permits for Defense facilities. Permits would need quarterly testing for PFAS discharges and required best management practices or control technologies. At least 1% of annual DoD PFAS remediation funds would have to be spent each year on those testing and control activities. The Secretary would not need to ask if a permit already has these requirements.
