Show full summary
  • Would change retirement pay calculations by adding pay for all regularly recurring scheduled hours and by including an amount equal to half the basic hourly rate for overtime that is part of a firefighter's regular tour. It also replaces the divisor 2756 with 2087 used in annuity computations.
  • Would require the Office of Personnel Management (OPM) to issue regulations within one year that establish a maximum regular workweek, capped at an average of 60 hours per week.
  • Would apply to annuities based on separations occurring more than 60 days after enactment and aims to improve recruitment, retention, and pay parity with municipal and other public-sector firefighters.

Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 0 costs, 1 mixed.

Higher pensions for federal firefighters

If enacted, this would raise the pay used to figure pensions for covered federal firefighters. It would add one-half of your basic hourly rate times the overtime hours that count as part of your regular tour into the annual pay total used to compute average pay. The bill also changes a statutory number used to compute the basic hourly rate (2756 to 2087). These pension changes would apply to annuities based on separations occurring more than 60 days after enactment and only to firefighters covered by the firefighter pay rules.

Cap on federal firefighter workweek

If enacted, this would require OPM to write rules within one year that define the maximum regular workweek for federal firefighters. The maximum could not exceed an average of 60 hours per week. This applies to firefighters covered by the same pay and tour rules. The change may reduce scheduled hours and improve time off for some firefighters, but it could also reduce overtime opportunities and related pay for others depending on how agencies set the rules.
