  • Foreign organizations: It would bar Federal funds and goods financed with those funds for foreign nonprofits, foreign nongovernmental organizations, foreign multilateral organizations, and foreign quasi‑autonomous NGOs that perform or promote abortions, provide referrals, counseling, lobbying, or training, develop items intended to procure abortions, or fund entities that do those activities.
  • Domestic organizations: It would prohibit Federal funding to U.S. nonprofits or nongovernmental organizations that perform abortions, furnish or develop items intended to procure abortions, carry out abortion promotion or referrals within any federally funded program, fail to maintain full physical and financial separation from abortion activities including co‑locating, or provide financial support to entities that do those activities.
  • Scope and mechanics: The restrictions apply to purposes outside the United States, including territories and possessions, and cover transfers of Federal funds and goods financed with Federal funds. The text seeks to codify and expand the Mexico City Policy to reduce inter‑administration inconsistency.

Ban U.S. foreign aid to abortion groups

If enacted, this bill would bar U.S. Federal funds for activities outside the United States from going to certain domestic and foreign nonprofits, NGOs, multilateral, and quasi-governmental groups that perform or promote abortions. It would also bar funds to groups that furnish or develop items intended to procure abortions or that financially support such groups. The prohibition would include transfers of Federal funds and goods bought with those funds. The rule would apply to programs outside the United States and would take effect on enactment. If enacted, this could reduce U.S. foreign health assistance to affected organizations and the services they provide abroad.
