Gas Pipeline Leak Detection and Repair Act of 2025
Sponsored By: Senator Luján, Ben Ray [D-NM]
Introduced
Summary
Make PHMSA's gas pipeline leak detection and repair rule effective upon enactment. This bill would codify the Pipeline and Hazardous Materials Safety Administration's January 17, 2025 final rule under 49 U.S.C. 60102(q) as taking effect on the date of enactment and would preserve the Secretary's authority to update those regulations or adopt standards that are more protective than the rule made effective here.

Immediate effect for gas pipeline rule
This bill would make PHMSA's gas pipeline leak detection and repair rule take effect when the bill is enacted. The rule was issued January 17, 2025 (Docket No. PHMSA-2021-0039; RIN 2137-AF51). It would apply notwithstanding any other law. The bill would also let the Secretary later adopt stricter protections or standards than that rule.
