119-s-2558119th Congress

The National Quantum Cybersecurity Migration Strategy Act of 2025.

Sponsored By: Senator Peters, Gary C. [D-MI]

Introduced

Summary

Creates a national plan to move federal systems to post-quantum cryptography and set clear standards, timelines, and pilot projects to protect sensitive data from future quantum attacks. The bill would define what counts as a cryptographically relevant quantum computer and lay out stages and measures for agencies to migrate away from vulnerable encryption.

Analyzed Economic Effects

National quantum cybersecurity migration plan

If enacted, the Subcommittee, with NIST and the Quantum Economic Development Consortium, would have 180 days to write a national migration strategy. The plan would define a "cryptographically relevant quantum computer" and give standards for when such machines can break real-world cryptography. It would assess how urgent each federal agency's move to post-quantum cryptography is. The plan would set four migration stages (preparation; data inventory; planning and execution; and monitoring) with performance measures. It would also require a plan to evaluate and monitor entities at high risk of quantum attacks, including critical infrastructure. The Act would also define key terms like post-quantum cryptography and high-impact system so agencies use the same language.

Post-quantum pilot for federal systems

If enacted, the Subcommittee would set up a post-quantum pilot within 180 days. Each sector risk management agency would have to upgrade at least one high-impact federal information system to post-quantum cryptography by January 1, 2027. This applies to systems labeled high impact under FIPS Publication 199 and to agencies defined as sector risk management agencies under the Homeland Security Act.
