District ban on sister-city ties with adversaries
If enacted, the bill would stop the District from making any new Sister City relationship with a place located in a "foreign adversary country." The bill would use the meaning of "covered nation" in 10 U.S.C. 4872(f)(2) to define that term. If enacted, the District would have to end any existing sister-city ties with those countries by the earlier of the agreement's end date or 180 days after enactment. If enacted, the District could not use federal funds for diplomatic liaison or outreach unless it certifies to the President that it is following this bill.
