Bill Overview

Analyzed Economic Effects

3 provisions identified: 3 benefits, 0 costs, 0 mixed.

Block foreign-linked people from USDA programs

If enacted, the bill would require the President to stop people linked to certain foreign governments from taking part in most USDA programs. The rule would not stop those people from participating in food inspection or other food safety regulatory programs. The President could act notwithstanding other laws to implement this rule. The change would take effect when the bill is enacted.

Defines covered people and agricultural land

If enacted, the bill would define key terms used in the law. "Agricultural land" would use the 1978 AFIDA definition. "Covered person" would mean individuals or entities associated with North Korea, Iran, China, or Russia. "United States" would include any State, territory, or possession. These definitions would decide who the purchase and USDA-participation bans apply to.

Ban on farm land purchases by foreign adversaries

If enacted, the bill would require the President to ban people linked to certain foreign governments from buying U.S. farm or ranch land. The ban would cover public and private agricultural land in any State, territory, or possession. The President could use emergency economic powers under IEEPA to put the ban into effect. People who violate, try to violate, or help violate the ban could face penalties under IEEPA section 206(b) and (c).
