Pause on Forest Service layoffs

If enacted, the bill would ban the Forest Service from starting or carrying out any reduction in force until full-year Forest Service appropriations for fiscal year 2026 are enacted into law. It would also bar involuntary removals of covered employees in the competitive service, career excepted service, and career Senior Executive Service appointees. Separations for cause on charges of misconduct, delinquency, or performance would still be allowed. The bill uses the meanings in 5 U.S.C. 2102, 2103, and 3132(a) for those appointment categories and says the pause is in addition to other personnel authorities such as chapter 75 of title 5.
